If cycling has become so safe, why are they wearing helmets???

Not only that; there are no visible hazards in the drawing: no motor vehicles, no hills – let alone steep ones, a sunny day (no ice or any other slippery hazard). It is bizarre indeed.
Such a Culture of Fear is not any kind of cycling-centric future I’d like to see!

There will be no helmets in the great cycling future.
There already are no helmets in most of the world.
I can only assume this is a US-based cartoonist/website.
